In a move to retain the strength of its administrative pyramid, the Ahmedabad Municipal Corporation (AMC) is soon going to have two more deputy municipal commissioners. The process for locating suitable candidates for the posts has been set in motion.
It has been decided to fill the two second-rung posts through direct recruitment from the open market. But this has apparently led to resentment among some senior civic officials who think they are eligible for the post through promotions. The heads of departments in several AMC branches, who were waiting for their turn to vie for the higher post, are disappointed with the announcement of appointments through general competition.
Responding to a query as to what made the AMC seek candidates from outside the corporation, Municipal Commissioner I P Gautam said there was a vacuum in the second rung. He, however, said that when the time comes for opening posts of assistant municipal commissioners, in-house candidates might be considered.
The government consent for filling posts of assistant commissioners had been received and the government had asked the AMC to suggest changes on qualification norms for the post.
“We are considering it and will send our suggestions later. But this process is going to take a little longer, by which time two sitting deputies – T G Jhalawadia and D B Makwana – will retire in November. Since feeder cadre is missing since 2001 onward, we are now going to fill these two posts with outside candidates,” Gautam said.
At present, there are five promotee deputies, of which two will retire in three months. While three GAS cadre officers have been sent on deputation, one IAS officer, D Thara, is director of the JNNURM projects.
In the beginning, Thara was placed along with other deputies, but later she was taken off the deputy list and given special charge of JNNURM projects.
