You can now file AMC complaint from Finland
It is now possible to pay property tax or complain about the services given by the Ahmedabad Municipal Corporation from anywhere in the world.

The corporation has gone on-line and with a combination of intra-net and Internet connectivity, the state’s biggest on-line data based management system is now accessible to people.

The citizens can also be assured that senior officers will monitor the entire system. This will make the corporation more efficient and from being a clerk-run system it will evolve into an efficient administrative machinery, municipal commissioner, P. Paneervel said here on Friday while briefing the media about the e-governance initiative launched by AMC on September 18.

"AMC is the first corporation to provide total on-line solutions in the country to the citizens," Mr Paneervel added. This means that on-line filing and settlement of complaints and grievances, online tracking of building plan status, online registration of birth and death, instant issuance of death and birth certificate, and on-line payment of municipal dues for the citizens is possible.

One of the biggest advantages of this on-line service is that it will reduce human discretion in these activities and fix responsibilities. This can act as a major deterrent to corrupt practices.

The data generated will also help monitor the entire functioning of the AMC as the entire interface is done through Internet or all city civic centres will be registered in a common databank instantly. For instance, a grievance lodged will be forwarded to the concerned officer for necessary action and also goes into the database for monitoring. Moreover, the process of sorting, searching and accessing the database for births and deaths has been simplified. Certificates will be delivered immediately to the citizens, who will be able to get their records updated.

The entire process of processing and sanctioning building plan approvals is computerized. An engineer can get approval of a plan within 15 days than at least 3 months in the manually handed system. The submitted plan can be tracked on-line and the statutory deadline has been set for plan approval.

Even the electoral rolls of the AMC have been put on-line and all the citizens can access the net to check whether their names are on the rolls or not, the municipal commissioner said.

"The main advantage of getting the dynamic database is that it will induce transparency in the dealings, facilitate monitoring, help plug loop holes and streamline the entire system," Mr Paneervel said.

Citizens who can not login to egovamc.com, can use city civic centres set up at Law Garden, Sardarbaug in central zone, Municipal Bhavan in south zone, Vimalbhai Municipal Library in east zone, Rajiv Gandhi Bhavan in north zone and Dr Ramanbhai Patel Bhavan in the west zone.

The e-governance initiative, which was launched on September 18, is running successfully and till date has processed 84,539 transactions and collected Rs 1,636 lakhs. It has received 12,775 complaints and disposed 12,118 of them.

Two main frame servers with one web server linked with city centres make up the 3-tier network, which has a memory capacity of more than 200 giga bytes and payment gateway is made possible through a deal with ICICI. Strict measures to guard the system including multiple firewalls, completely dedicated lease lines, encryption and use of Linux have also been taken.
